BurtonとSuterのやりとりがおもしろい*1。ボクの理解でざっくり説明すると,Burtonは,「多くの場合,単一の化学物質の規制とか管理しかできてないけど,もっと現実は複雑で化学物質だけじゃなくて流量改変とか,栄養塩負荷とか,濁度とか,生息地の改変とか,物理環境の改変とか色々あるのを考えないといけない,でしょう,WOEとかを使ってもっと頑張りましょう」といっていて,至極当たり前。それに対して,Suterは「そもそもシングルで考えている人はおらんでしょう。しかもCADDIS*2とかもあるし,そういうことを考慮している州もある」と。で,それに対するBurtonのレスが具体的でおもしろくて,例えば,
